Update asset registry for multiple assets

- A proposal wants to move `54,947` vDOT and `14,552,079` HDX to Polkadot Hydration farms.  
- This will help the farms run for 1 more month.  
- The goal is to give time for changes in liquidity, including new stablepools.  
- The funds come from earlier approved plans and won’t cost extra.  
- Links to past phases (1, 2, 3a) are provided for more details.  
- This will reduce the amount given in phase 4.
