DCA: 10,000 H2O for HDX

This proposal, if approved, will create a DCA schedule to swap 10,000 H2O from the Hydration Treasury for HDX - this will take place over ~2 weeks, with individual swaps of 2.22 H2O for HDX every 50 blocks
