The call does three things in one atomic batch (`utility.batchAll`):

### 1. Open HRMP Channels

Opens communication channels between Hydration and two system chains: `People (1004)` and `Coretime (1005)`. This is needed so Hydration can send messages to these chains.

`polkadotXcm.send` → `Relay Chain`

### 2. Move Staking Rewards

Transfers DOT from Hydration staking rewards proxy account (`0xa61e352fa6f98530229f972d73b757d4b5ee983dfc9767dab355d11d352dde50`):

`250 DOT` → `Coretime chain` (to pay for future coretime)

`8,899 DOT` → `Hydration Treasury` (`modlpy/trsry`)

`polkadotXcm.send` → `Asset Hub (1000)`

Enables automatic coretime renewal for Hydration (`paraId 2034`). Scheduled `2400 blocks` later so the channels and funds from steps 1 and 2 are ready first.

`scheduler.scheduleAfter(2400)` → `polkadotXcm.send` → `Coretime (1005)`
