Add INTR to Omnipool

Enacted previously approved [referendum #84](https://hydradx.subsquare.io/democracy/referenda/84).

The parameters are:

- Mint 50,000,000 HDX bonds with maturity at 2:22:22 on 24th October 2024 (~1 year) using HDX from the Treasury (to be replaced at a later date from the growth portion of HDX supply)
- Distribute those HDX bonds to accumulate DOT protocol owned liquidity (POL) via an LBP
- Initial DOT liquidity of 10,857 DOT to seed LBP to be taken from Treasury and returned when the event concludes
- Start trading at +22% premium to the spot price of HDX at the time that the referendum is put on-chain
- LBP to run for 24 hours
- LBP starting weights set to 85% HDX Bonds 15% DOT
- LBP finishing weights set to 40% HDX Bonds 60% DOT
- LBP swap fee (fee applied when selling HDX bonds back into LBP) set to 2%

- The referendum #84 has been approved previously.
- 50 million HDX bonds will be created and will mature on October 24th, 2024.
- The HDX bonds will be used to accumulate DOT protocol owned liquidity via an LBP.
- The LBP will run for 24 hours and will start with 85% HDX Bonds and 15% DOT.
- The LBP swap fee will be 2%.

Launch bonds

Ahead of **THE GREAT DOT UNLOCK** happening on October 24th - this proposal aims to coincide the launch of **HydraDX Bonds** with this crucial event. **The first HydraDX Bond event will accumulate DOT as protocol owned liquidity (POL) - targeting DOT that is unlocking from the first batch of crowdloans.**

As with any new Omnipool token launch, price sensitivity requires that Bonds creation and launch of LBP event are fast-tracked through governance - this proposal seeks approval from HDX holders for fast-tracking the launch referendum, by placing the following on-chain remark:

`Fast-track referendum for Bonds creation & launch of LBP event. 50M HDX bonds, maturity 24-10-2024, starting price +22% premium to spot when proposal is on-chain, accumulating DOT over a 24h event, starting weights HDX 85 DOT 15, ending weights HDX 40 DOT 60, 2% swap fee.`

SubSquare is proposing to create a new stablecoin pool called 4-Pool. They will add USDT, DAI, and USDC to it. They will also add liquidity to the pool by adding 300,000 of each coin. The stableswap pool shares will be transferred to Omnipool and added as a tradeable asset. The initial price of the shares will be 42,829,670,683. The weight cap will be 20%.

Create 4-Pool and add to Omnipool

This proposal, if approved, will authorize upgrading the runtime to release `v20.0.0`, runtime version `hydradx/183`.

This upgrade includes:

- Stableswap pallet
- XYK pallet
- A whole host of integrations preparing for the launch of Stableswap

This proposal, if approved, will:

Add GLMR to the Omnipool with initial price of `0.0108 LRNA` - given DAI price of `1 DAI` and LRNA price of `23.86 DAI`.

GLMR will be added with a 5% weight cap and the owner of the position will be the Moonbeam Sibling Account 2004 `7LCt6dFmtiRrwZv2YyEgQWW3GxsGX3Krmgzv9Xj7GQ9tG2j8`.

Add GLMR to Omnipool [CORRECT]

This proposal should be rejected, as it'll take ~4 days to add GLMR to the Omnipool instead of the pre-agreed 3 hours.

[REJECT] - incorrect GLMR ref

In [referendum #69](https://hydradx.subsquare.io/democracy/referenda/69) (nice), 3x LPs were removed from the Omnipool and OTC orders were created to swap those for the MRL equivalent. Those OTC orders have now been filled, so this referendum seeks to add those assets to the Omnipool as liquidity.

This proposal, if approved, will add:

- `493,500` DAI
- `12.05` WBTC
- `309.22` WETH

to the Omnipool.

Add additional WBTC, WETH & DAI (MRL) to the Omnipool

This proposal, if approved, will:

- Transfer `96,826` DOT from HydraDX Treasury to Bifrost parachain
- Mint equivalent vDOT (currently ~ `81,800` vDOT)
- Transfer vDOT back to HydraDX Treasury
- Deposit `81,500` vDOT into Omnipool

Mint additional vDOT & add to Omnipool

Circle [recently announced](https://twitter.com/circle/status/1694368577812623663) that they will be launching native USDC on Polkadot network in September. Previously, the HydraDX community [agreed to diversify some of our DAI POL to USDC (native) when it becomes available](https://hydradx.subsquare.io/democracy/referenda/18) - and so this proposal prepares the ground for this event.

This proposal, if approved, will **create the following OTC order:**
    - Swap 2,200,000 DAI *Wormhole (Moonbeam)* for 2,189,000 USDC *AssetHub* [0.5% premium]

USDC from the AssetHub has already been registered on the HydraDX asset registry, and once launch of this asset takes place this OTC order will be ready to be filled. Once filled, another referendum will follow to launch it for trading in the Omnipool.

- Circle will launch USDC on Polkadot network in September.
- HydraDX community will diversify some of their DAI POL to USDC (native) when it becomes available.
- This proposal creates an OTC order to swap 2,200,000 DAI Wormhole for 2,189,000 USDC AssetHub with a 0.5% premium.
- USDC from AssetHub has been registered on the HydraDX asset registry.
- Once the OTC order is filled, another referendum will follow to launch it for trading in the Omnipool.

This proposal, if approved, will:

- Increase the HDX asset weight cap to 10%
- **Add 22,222,222 HDX from the Treasury to the Omnipool**
- **Decrease the HDX asset weight cap to 2%**

This will increase the amount of HDX liquidity in the Omnipool, to offset the expected drop due to LPs removing their HDX for HDX staking. This will also reduce the weight cap sufficiently to avoid any further external LPs being able to add HDX liquidity, regardless of price & total TVL movements.

This proposal follows execution of [referendum #60](https://hydradx.subsquare.io/democracy/referenda/60) and the ongoing [discussion #102](https://hydradx.subsquare.io/posts/102) regarding conversion of the remaining Wormhole (Acala) assets to Wormhole (Moonbeam) assets. Thus far responses have been clearly in favour, and whilst we should allow the discussion to continue regarding whether this is a full transition or partial, it makes sense that we should at least partially transition further liquidity in order to more appropriately balance the liquidity.
