When are these orders going to be posted ?

This proposal, if approved, will transfer `250,000` USDC from the Hydration Treasury to `7P1rya6QroPc2kH7vBZmpZZ5ytyFAJ7dgw3ewwfZbTdWTg6K` - a 3/5 multisig consisting of Hydration Council members lolmcshizz, Leemo, Giraffe, Crane & Jose.

Through referendum #187 (https://hydration.subsquare.io/democracy/referenda/187) HDX holders voted to accumulate 150,000 USDC equivalent of SOL and 100,000 USDC equivalent of SUI through OTC. By executing this through a multisig instead of directly from governance action, we can ensure that the price executed is as close to market price as possible - as waiting multiple days to place an OTC order could result in paying far too much for those assets, or failing to accumulate them at all.

The funds will be used as follows:

- 150,000 USDC total through OTC to accumulate SOL
- 100,000 USDC total through OTC to accumulate SUI

The multisig signers will attempt to place OTC orders for SOL between 0 - 2% of market spot price in order to offer a small premium to the order fillers, whilst achieving the best price for Hydration DAO.

- This proposal wants to move 250,000 USDC from the Hydration Treasury to a special account managed by 5 people.
- The money will be used to buy SOL and SUI coins at a good price.
- HDX holders voted to buy 150,000 USDC worth of SOL and 100,000 USDC worth of SUI.
- Using a multisig (a group of 5 people) helps get a better price than waiting for a long time.
- The goal is to buy SOL and SUI close to the market price, not too high or too low.
- The multisig will try to buy SOL at 0-2% above the market price to get the best deal.
