This proposal is the THIRD and FINAL referenda in the trio to adjust the ongoing Polkadot Hydration campaign - the two previous referenda were #28 (https://hydration.subsquare.io/referenda/28) and #29 (https://hydration.subsquare.io/referenda/29).

Specifically, this proposal will create the vDOT & HDX "yield farms" for AAVE & tBTC - opening them for deposits and distributing rewards.
