Following on from referendum #197 (https://hydration.subsquare.io/referenda/197) - this proposal, if approved, will remove PHA from the Omnipool.

For context - Phala recently approved a plan to shut down their parachain when its slot expires on `20th` November - this proposal is the second step in removing PHA from the Omnipool.
