This proposal, if approved, will:

- launch ENA at a price of `0.026` H2O per ENA, with H2O at `17.465` USD this means an effective price of ENA of `0.4478` USD
- transfer `12,500` GDOT from the GIGAHydration Pure Proxy to the Hydration Treasury
- create a GIGAHydration farm for ENA - paying up to `69%` APR in GIGADOT - `12,500` GDOT over `~10` weeks
- update the xcmRateLimiter for ENA
