This proposal, if approved, will create `6` DCA schedules as part of the next steps of previously approved Treasury POL actions. All schedules will take place over `2` weeks, with the exception of USDT -> HOLLAR which will only take an hour.

- `46,680` sUSDS -> SOL 
- `93,448` sUSDS -> SUI
- `187,161` sUSDS -> AAVE
- all USDT (native) -> HOLLAR (retry after previous fail due to HOLLAR temporarily > `1` USDT whilst the HSM was full)
- `100,000` HOLLAR -> PAXG
- all DOT -> HOLLAR (retry after the market nuke cancelled the previous schedule)

This proposal will also transfer GIGADOT incentives for HUSDT, HUSDC, HUSDS & HUSDe to the rewards pot to cover requirements until the EOY.

Here's a simple summary of the proposal:

- Turn some sUSDS into SOL, SUI, and AAVE
- Change all USDT into HOLLAR (this will only take 1 hour)
- Turn 100,000 HOLLAR into PAXG
- Change all DOT into HOLLAR
- Move rewards for four tokens to cover payments until the end of the year
- Most of these changes will happen over 2 weeks
