This proposal, if approved, will:

- Stop the GIGAHydration incentives on PHA in the Omnipool
- Stop the addition of PHA liquidity to the Omnipool

Phala recently approved a plan to shut down their parachain when its slot expires on `20th` November - this proposal is the first step towards removing PHA from the Omnipool, by initially encouraging LPs to withdraw their PHA liquidity and transfer to the Phala parachain, awaiting further instructions on migration to their new token.
