Transfer GIGADOT for LDO farm, SOL & AAVE BOOST farms

This proposal, if approved, will transfer 39,990.71 GIGADOT from the GIGAHydration pure proxy to the Hydration Treasury. These farms were initially funded by the Hydration Treasury, missing the transfer from the pure proxy - resulting in the Hydration Treasury using almost 40K of its own GIGADOT.
