HDX buyback with Treasury H2O - Tranche 10

This proposal, if approved, will create the following DCA schedule:

•     Swap 10,000 H2O for HDX
  

  •     2.222 H2O per trade
    

  •     every 44 blocks
    

•     1.5% slippage limit
  

•     9 max retries
  

•     estimated to last for ~14 days
  

Tranche 9 ( https://hydration.subsquare.io/referenda/158 ) will be coming to an end soon and this tranche 10 is to continue the tranches going. Trance 10 is identical to the last four tranches (6 -> 9). The supply of HDX being brought is needed in the future for reasons like adding liquidity to the omnipool position and staking incentives etc.

After this tranche we still have ref187 ( https://hydration.subsquare.io/democracy/referenda/187 ) still to come.
