HDX buyback with Treasury H2O - Tranche 9

This proposal, if approved, will create the following DCA schedule:

•     Swap 10,000 H2O for HDX
  

  •     2.222 H2O per trade
    

  •     every 44 blocks
    

•     1.5% slippage limit
  

•     9 max retries
  

•     estimated to last for ~14 days
  

Tranche 8 ( https://hydration.subsquare.io/referenda/124 ) ended quite a while ago and we did not go straight into a new tranche due to not enough H2O within the treasury. With the passing of ref154 ( https://hydration.subsquare.io/referenda/154 ) we now have 21014 H2O meaning the trances can resume again. This trance 9 is identical to the last three tranches (6, 7 & 8). The supply of HDX being brought is needed in the future for reasons like adding liquidity to the omnipool position and staking incentives etc.

Having more then 20k H2O in the treasury means at some point there will be a Tranche 10 consisting of 10k H2O and ref187 ( https://hydration.subsquare.io/democracy/referenda/187 ) still to come.
