This proposal, if approved, will launch GIGAHydration incentives for SOL - up to `69%` APR paid in GIGADOT.

These farms will distribute `10,000` GIGADOT over `~2` months (to align with the rest of GIGAHydration which has been running for almost a month already).

These GIGADOT will be returned to the Hydration Treasury from the pure proxy holding the GIGAHydration incentives in a later referendum.
