Use fair-value as wstETH oracle

wstETH/ETH oracle based on DIA price feeds balancing the GETH pool is under-performing expectations so we propose to use governed fair-value oracle in interim, before storage proofs sourcing fair-value directly from wstETH contract on Ethereum are ready.
